Leap year proposals

About 4 years ago a good friend might have mentioned that the day of the leap year is a scary thought for all boys… It is the day everyone is ‘allowed’ to propose to anyone.. or hopefully at least someone they know… this is my 'golden year'.... can you hear my laughter?
